Green Card (DV lottery) - 2012

Electronic diversity visa lottery for the year 2012 begins at noon EDT on October 5, 2010, and ends at Noon EST on November 3, 2010. If you wish to apply for the DV-2012 lottery, click here to go to the official site, U.S.Department of State.
   

It is totally free to apply for the U.S. diversity visa. You have to apply through internet. The applicant has to fill the form which is available in the official site.

There are so many websites saying that they fill the form behalf of you for some years, and they ask money for their services. It may be easier, but keep in mind that filling and sending the DV lottery is absolutely free.
